Press Release: Climate Change Financing Framework Consultation Workshop, 28 Jan 2014

A consultation workshop on the Climate Change Financing Framework was organized by Climate Change Department of Ministry of Environment on 28 January 2014 at Intercontinental Hotel in Phnom Penh. Following the launch of Cambodia Climate Change Strategic Plan (CCCSP, 2014-2023), Cambodia needs to establish reliable, transparent and attractive financing mechanisms to effectively implement the Strategic Plan.

 

The financing framework includes an analysis of existing public spending on climate change, showing that about 7% of public expenditure in 2012 is directly related to Climate Change, and up to 46% have some degree of climate change relevance. Climate relevant expenditure is spread over a number of ministries and agencies, with the largest expenditures incurred by Ministry of Public Work and Transports, Ministry of Water Resources and Meteorology, and Ministry of Agriculture, Forestry and Fisheries.

CCCSP 2014-2023, Kh/En, FINAL

The Royal Government of Cambodia officially launched the first-ever, Cambodia Climate Change Strategic Plan 2014-2023 in November 2013.The CCCSP captures the main strategic objectives and directions for a climate-smart development of Cambodia in the next 10 years. It builds synergies with existing government policies to ensure a strategic cohesion to address a wide range of climate change issues linked to adaptation, GHG mitigation, and low-carbon development.

Press Release CoP 19 dissemination workshop, 20th Dec 2013

 

Phnom Penh - On 20th December 2013, a workshop to disseminate key outcomes of the 19th Conference of Parties of the United Nations Framework Convention on Climate Change (UNFCCC CoP 19) was organized by the Climate Change Department of the Ministry of Environment in cooperation with the Cambodian Climate Change Alliance (CCCA), and the United Nations Environment Programme (UNEP). The workshop was attended by over 100 key stakeholders from government institutions, development partners, civil society and media.

“Eco Mobility Project” to Be Considered under Cambodian NAMAs, 6 Dec 2013

On 6 December 2013, the Climate Change Department of the Cambodian Ministry of Environment conducted a study session on Nationally Appropriate Mitigation Actions (NAMAs) in the transport sector in collaboration with the Overseas Environmental Cooperation Centre (OECC) of Japan. During the session, a Japanese-funded project entitled “Angkor Wat Electric Vehicle Project” (or “Eco Mobility Project” in short) has been considered as the second candidate (the first candidate is biogas digester) for NAMAs due to its potential to reduce greenhouse gas (GHG) emission and many co-benefits such as reducing local air pollution and health risk, improving safety and traffic flow, and reducing impacts on ecosystems. The project preparation phase started in early 2010 and is expected to be launched in April 2014 as a public-private partnership.

National Climate Change Monitoring and Evaluation (M&E) Framework Workshop

The Climate Change Department (CCD) of the Ministry of Environment is conducting a workshop for the development of a “National Climate Change Monitoring and Evaluation (M&E) Framework” on 12-13 December 2013 in Sihanouk Ville.The workshop objective is to initiate the development of a national M&E framework for tracking climate change responses in consultation with key stakeholders, and to share international experiences and best practices in this area. The workshop has been organized in cooperation with the International Institute for Environment and Development (IIED) and the Cambodia Climate Change Alliance (CCCA) Programme.

Capacity Building Workshop on Climate Change Legislation

Sihanouk Ville - On 11 December 2013, a Workshop on Climate Change Legislation was organized to discuss Cambodia’s next steps in developing a climate change legal framework to support the country’s effort to respond to climate change, including the implementation of the recently launched 10-year Cambodia Climate Change Strategy Plan (CCCSP). The workshop was organised by the Climate Change Department of the Ministry of Environment in collaboration with the Cambodia Climate Change Alliance (CCCA) with participation of approximately 50 government officials and representative from academia, development partners and NGOs. The Workshop’s objective was to highlight the importance of formulating climate change legislation to support Cambodia’s ability to respond to the challenges of climate change.
